Area 20

The Area 20 Precinct was rezoned for urban development in October 2011 by the Minister for Planning and Infrastructure

Area 20 was one of the first release Precincts in the North West Growth Centre. 

It is bounded by Schofields to the south, Windsor Road to the east and the ridge line to the west. The Precinct is strategically located opposite Rouse Hill Town Centre.

The 245-hectare Precinct will deliver capacity for approximately 2,500 new dwellings to accommodate 6,400 residents. It will also:

  • make provision for the proposed North West Rail Link corridor, railway station, commuter car parks and part of the train stabling yard
  • create a village centre linked to the station
  • create a 6 hectare light industrial area on land surrounding the stabling yard
  • provide 19 hectares of local open space for recreation and sports
  • provide for the delivery of power, water and sewer infrastructure and local services, and
  • protect areas of environmental importance, native vegetation and flood prone land.

Area 20 Precinct currently consists of predominantly rural residential, intensive animal and agricultural activities, with some utilities infrastructure and an Anglican College.  Some areas of remnant native bushland and the Second Ponds Creek corridor remain.

Exhibition of Proposed Amendment to the Area 20 Precinct Plan

A proposed amendment to the Area 20 Precinct Plan in the North West Growth Centre is on exhibition for public comment from Wednesday 26 October 2011 until 2 December 2011.  

The proposed amendment will insert a clause into the Area 20 Precinct Plan suspending agreements, covenants or other instruments that may affect development.  Similar provisions are included in other Precinct Plans in the North West Grwoth Centre.

Landowners and community members are encouraged to view the information and provide their input.

Area 20 rezoned

 

The NSW Government has finalised the rezoning of Area 20 Precinct by amending the State Environmental Planning Policy (Sydney Region Growth Centres) 2006 (the Growth Centres SEPP).  

Following a public exhibition of the draft Precinct Plans in late 2010/early 2011 and community feedback, the Precinct Plan was reshaped to:

  • Identify an area surrounding the proposed railway station where development control provisions will be reviewed in collaboration with the North West Rail Link (NWRL) project team i.e. Cudgegong Station Area

  • Increase higher density housing zone within walking distance of the station

  • Rationalise the public open space network to better cater for the nature of the projected population and provide more developable land in strategic locations

  • Reduce provision of retail floor space in the village centre to respect the existing retail hierarchy

  • Relocate the primary school to east of the creek line where it is situated amongst the majority of new housing

  • Revise the local stormwater drainage strategy to reduce the footprint of raingardens, and

  • Minor changes to ensure consistency with previous Precinct Plans.

The new Precinct Plan is a product of an extensive process which was jointly managed by the Department of Planning & Infrastructure and Blacktown City Council. 

Implications for landowners

Although land has been rezoned, there is no compulsion to develop. Landowners can choose to develop or not develop their property. They can also choose to develop part of their property. Under ‘existing use rights’, landowners can continue with current uses (provided the use is already lawfully commenced). 

Next Steps

The rezoning is accompanied by a Development Control Plan. Blacktown City Council is currently preparing a Section 94 Contribution Plan. The Council intends to exhibit this Plan in the near future.

The Department will consult with the North West Rail Link project team to determine when a new Development Control Plan for the Cudgegong Station Area can be expected.
