Local Infrastructure
Precinct Planning is undertaken side by side with Councils. This helps to meet both local and state objectives for an area, and means that local plans such as Development Control Plans and Section 94 (local infrastructure) Plans are developed as a Precinct is being planned, rather than several years after rezoning.
Background studies into open space and community facilities, transport and traffic and water cycle management are undertaken alongside other detailed analysis during Precinct Planning. These not only help to define how the Precinct will look in the future, but are also used to determine local infrastructure needs.
This does more than streamline the planning process - it also ensures that new communities have both regional and local infrastructure provided. Local infrastructure includes open space - walking and cycle paths, parks and playgrounds - road works, community facilities and water cycle management works.
Section 94 Contribution Plans assess the amount of local infrastructure required for an incoming community to determine the contribution towards these elements that must be paid through the development process. A valid Section 94 Contribution Plan must clearly show the relationship between anticipated new population numbers and the new infrastructure to be provided.
By integrating the planning for local infrastructure into Precinct Planning, State agencies can be involved from the outset, allowing them to plan for all infrastructure elements - from large scale road building to bus shelters - at the same time.
