Marsden Park

Marsden Park was released for planning as one of two Precincts advanced under the NSW Government's Precinct Acceleration Protocol in July 2011.

The Marsden Park Precinct totals some 1,800 hectares and is expected to accommodate up to 10,000 dwellings.

It is located adjacent to the planned employment lands in the Marsden Park Industrial Precinct, which was rezoned for development in 2010. 

Marsden Park is expected to feature a town centre with 30,000 square metres of retail space and some 50 hectares of public recreation space.

Precinct Planning Commences 

Precinct planning has now begun in Marsden Park. During Precinct Planning, the Department of Planning and Infrastructure partners with Blacktown City Council to identify the future zoning and development controls for the Precinct.

This requires extensive investigations ranging from Aboriginal and European heritage to land capability and contamination, noise, odour, transport, biodiversity, water cycle management, economics and employment, and community facilities and open space.

Information on the investigations will be made available to landowners once Precinct Planning is underway. During Precinct Planning, this website will be updated regularly and newsletters will be issued to landowners as information becomes available.

A draft Precinct Planning package will be publicly exhibited following the completion of all background investigations, providing the community with the opportunity to review and comment on the Precinct's future zoning. The Department will consider all submissions regarding the draft packages before the Precinct Planning package is finalised.

Community Consultation Begins (November 2011)

Landowners from the Marsden Park Precinct were recently invited to attend an information and consultation workshop.

The workshop was facilitated by AECOM and gave landowners an opportunity to be a part of the planning for the future of the Marsden Park Precinct.

The aim of the session was to:
• Understand landowners expectations and vision for the precinct
• Identify the key constraints affecting development
• Discuss key opportunities and options for future development

After an overview presentation, attendees worked in groups to consider the complexities of the planning process. Key issues such as topography, heritage items, flooding and access points were discussed and considered.

All of the information and feedback from the workshop will now be reviewed and considered in the planning process.

Landowners will be notified of a follow up session early in the new year. 

Community Consultation Continues (February 2012)

A second Landowner Information and Consultation Workshop was held on 21 February 2012 at the Hassall Grove Neighbourhood Centre. Thank you to everyone who attended and participated.

The workshop provided attendees with:

  • A summary of the first workshop
  • An update on the Precinct Planning Process, including the Draft Servicing Plan and technical study finding to date
  • An opportunity to review and discuss the draft Land Use Scenario

Participants were asked what they liked about the draft Land Use Scenario as well as what could be improved upon. Issues for consideration included:

  • Urban structure
  • Land Use
  • Road Hierarchy
  • Public Transport
  • Residential Density
  • Consideration of Clydesdale House
  • Location of neighbourhood centres, shops and open space 

In general, the draft Land Use Scenario was well received. Participants provided valuable feedback which will assist in refining the draft Indicative Layout Plan, due to be exhibited mid 2012.
