Precinct Acceleration Protocol
The Precinct Acceleration Protocol allows landholders to have the release of a Precinct within the Growth Centres accelerated ahead of the planned land release program being undertaken in the Growth Centres.
A key condition for acceleration of a Precinct is that there will be no cost to Government. A Precinct Acceleration Control Group, chaired by the Director-General of the Department of Planning & Infrastructure, oversees the process of considering precinct acceleration proposals.
The process to review proposals under the Precinct Acceleration Protocol is repeated at regular intervals. More information can be found on the Department of Planning & Infrastructure website.
Stage One
Proponents must nomimate the whole Precinct they wish to accelerate and advise how they will satisfy:
- the ability and commitment to finance and deliver the full estimated infrastructure for the Precinct and any connecting infrastructure linking the Precinct to existing urban areas.
- the extent to which they will pay monetary contributions and/or carry out works-in-kind for the provision of the infrastructure and the planning process.
No cost to Government resulting from the acceleration of a Precinct is a precondition of acceptance.
Stage Two
During Stage Two (Implementation and Approval) a detailed Requirements Package is prepared that must be agreed by the proponent before the Precinct will be released and formal planning can commence.
Once a proponent agrees to the Government's Requirements Package this is incorporated into a formal Planning Agreement that will be placed on public exhibition as part of the Precinct Planning process.
NewsMarsden Park and part of Catherine Field released
On 12 July 2011, the Premier announced the release of the Marsden Park Precinct (in the North West Growth Centre) and part of the Catherine Field Precinct (South West Growth Centre) for planning purposes under the Precinct Acceleration Protocol.
This will bring forward the release of more land to allow development of some 13,000 additional new homes on Sydney’s outskirts.
Marsden Park has potential for approximately 10,000 new homes, a town centre with 30,000 square metres of retail space and 50 hectares of public recreation space.
The part of Catherine Field that will be released has capacity for some 3,000 new homes, employment land and mixed use areas, as well as substantial recreation areas.
The Department of Planning and Infrastructrure will commence Precinct Planning in both areas to investigate appropriate land use options and infrastructure requirements. Planning will take place in close consultation with the relevant local councils and the proponents.
Marsden Park Industrial rezoned
Adjoining Marsden Park in the North West Growth Centre is the Marsden Park Industrial Precinct -- the first Precinct to be rezoned under the Precinct Acceleration Protocol.
The 550-hectare precinct was rezoned on 18 November 2010 and will accommodate 10,000 new jobs and 1,200 new homes.
